Pochi lo sanno

Nella seconda metà degli anni 80 il comune di Felitto aveva circa 30 dipendenti. Questo fu possibile grazie alla realizzazione di alcune opere (ad esempio il campo sportivo, l'impianto di depurazione al fiume, il macello, ecc.) alle quali, per legge, potevano essere destinati dipendenti comunali. Nei primi anni 90 però cambiò la legge e lo stato cominciò a mandare al comune i soldi per un dipendente ogni 100 abitanti. La situazione, a causa di questo squilibrio fra entrate e dipendenti da pagare, diventò presto ingestibile. Si dovette far ricorso ad una legge di quegli anni: la legge sul dissesto. Quest'ultima fu promulgata per aiutare i comuni (come Felitto si trovavano circa un comune su tre), in difficoltà economica. Lo stato cioè decise di farsi carico dei debiti e nominò un commissario per accertarli e pagarli. Il comune si impegnava nel frattempo a spendere il minimo possibile: per fare un esempio stupido si dovette risparmiare anche sulle fotocopie... si facevano privatamente. I dipendenti del comune poi dovettero diminuire e molti dovettero subire il fastidio di un trasferimento. Detto questo ci viene da chiedere: era meglio che le persone trasferite non fossero state proprio assunte per risparmiare e non andare in dissesto, o è stato meglio assumerle anche considerando il trasferimento?
Dopo un paio d'anni il commissario finì il suo lavoro, saldò il miliardo e oltre di debiti e il comune uscì dal regime del dissesto. Ci fu però a breve una sorpresa: la fresca amministrazione (Di Stasi del 95) si vide recapitare un assegno da circa 650 milioni e altri 650 erano in arrivo: lo stato infatti, che già aveva saldato più di un miliardo di debiti al comune di Felitto, aveva deciso di dare al comune i soldi risparmiati nel periodo del dissesto. La nuova amministrazione quindi, non solo si è trovata senza debiti, ma ha avuto più di un miliardo e mezzo da gestire per il paese (probabilmente dopo quell'avvenimento non hanno mai più parlato male del dissesto). Grazie a questi soldi sono stati fatti molti lavori, sono state asfaltate molte strade........... (eh mannaggia... vena di polemica :))
Resta da capire allora se il dissesto sia da considerarsi negativo o meno: se ci consideriamo, com'è giusto, cittadini oltre che felittesi, italiani, dobbiamo considerarlo negativo perchè il comune di Felitto ha avuto un finanziamento extra a differenza di altri comuni che hanno adottato una politica economica più accorta; se invece restringiamo il campo di indagine (diventando un po' egoisti) al nostro paese possiamo quasi considerarlo positivo... tutti quei soldi in più sicuramente hanno dato una mano all'economia del paese.
Ognuno comunque giudicherà questo affare come meglio crede: resta il fatto che le casse di Felitto nel 95 erano piene (più di un miliardo) e, perlomeno economicamente, il paese non versava nelle condizioni critiche che molti hanno voluto far credere.
